Ms. Patterson joined EPA in 1990 as part of the State/Tribal Oversight Section, Multimedia Planning and Permitting Division. She has worked in the RCRA Subtitle C Hazardous waste management program, specifically State authorization, for 24 years. As the State Regional authorization coordinator, she conducts and performs regulatory reviews and evaluates completed authorization packages for all of the EPA Region 6 States (Arkansas, Louisiana, New Mexico, Oklahoma and Texas). She has prepared over 50 Federal Register notices for the Region 6 States to be authorized under the RCRA Subtitle C program. Ms. Patterson also possesses expertise in supporting the regulatory and statutory analysis for State codification under 40 CFR part 272 and has codified the authorized hazardous waste management programs for all of the Region 6 States. To date, she has published over 25 codification Federal Register notices.
Ms. Patterson was a trainer and participant of the RCRA Authorization National Workshops from 1992 through 2001. She has developed training materials and continuously conducts training for the Region 6 States. More recently, she developed Standard Operating Procedures (SOP) for the EPA Region 6 authorization staff. She has also developed an SOP for the Region 6 States to assist them in preparing Program Revision Application Packages that are accurate and complete in order to allow for the efficient review and processing of State authorization applications submitted to the EPA.
