Federal Facilities Online Academy: Groundwater Policy and Federal Facilities Overview

Groundwater Policy and Federal Facilities Overview is a two-hour webinar course that provides an overview of U.S Environmental Protection Agency (EPA) groundwater policies and guidance with emphasis on cleanups at federal facilities. By taking this course, participants will achieve the following objectives:

  • Identify EPA groundwater policies;
  • Understand groundwater classification and beneficial use in restoration objectives;
  • Understand nature and extent considerations from groundwater contaminant plumes;
  • Explore applicable or relevant and appropriate requirements (ARARs) commonly associated with groundwater remedies;
  • Identify groundwater considerations for monitored natural attenuation (MNA), institutional controls, and technical impracticability waivers; and,

  • Discover information on major groundwater policies from other federal agencies, such as Department of Defense (DoD) and Department of Energy (DoE).

The instructional methodology for this course includes lecture and quizzes. There will also be an opportunity for participants to ask questions. The target audience for this course is federal, state, and tribal representatives who work on Federal Facility cleanups. Ideally, students should have a basic understanding the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This course is part of the Federal Facilities Academy training program. Please consider registering for other Federal Facility Academy courses and obtain a certificate upon completion of the entire Federal Facility Academy series (12 courses total).

Emy Laija is an Environmental Scientist who works on Superfund cleanups of hazardous waste sites through the EPA Federal Facility Restoration and Reuse Office (FFRRO) in Washington, DC. Her position includes implementing national policy, promoting consistency in cleanups, developing training, and developing relationships with other federal agencies and stakeholders. Before working in FFRRO, Emerald worked as a Remedial Project Manager for 8 years in EPA's Hanford Project Office in Richland, WA and continues to serve as a Hanford subject matter expert. She earned a Master's Degree focused in Environmental Studies from University of Nevada-Las Vegas and a Bachelor's Degree from the University of Texas at El Paso.

Kate Garufi, a project management professional, is the Rocky Mountain region remediation lead for HDR based out of Denver, Colorado. In this role, Kate partnerswith federal clients, including the U.S. Environmental Protection Agency and U.S. Army Corps of Engineers, and industrial clients on complex remediation projects. Prior to joining HDR, Kate spent 16 years at the EPA Headquarters in the Office of SuperfundRemediation and Technology Innovation. At EPA, she was a Superfund program expert in Superfund site management, design and construction project delivery, and technical project scoping. She holds a master's degree in environmental engineering from John Hopkins University and a bachelor's degree in chemical engineering from Virginia Tech

David Bartenfelder, EPA Office of Superfund Remediation and Technology Innovation, Science Policy Branch ( or 202-566-1066)
David has over 30 years of environmental remediation experience. He joined EPA in 1991 and has worked in RCRA Corrective Action, Hazardous Waste Identification, Mixed Waste and Bioreactor Landfills. He joined Superfund in 2005, he has mainly worked in the areas of vapor intrusion and groundwater; specifically remedy selection, MNA, TI and remedy completion.

Prior to working for EPA, he worked in the private sector engaged in merger & acquisition consultation, conducting corporate environmental regulatory analysis, site assessments and cleanups.

He has degrees from the University of Delaware (BS), Auburn University (MS) and the University of Kentucky (PhD).

Kathy Davies, EPA Region 3, Superfund and Emergency Management Division ( or 215-814-3315)
Kathy Davies is a senior hydrologist and team leader for the hydrogeologists in the regional Superfund program. She has over 30 years of experience in providing technical support regarding the characterization and remediation of contaminated groundwater at Federal Facility, PRP and Fund-lead sites, with an emphasis on contaminant fate and transport, emerging contaminants, DNAPLs, and military specific compounds. She also provides recommendations regarding consistent application of groundwater policy and guidance and use of technical impracticability waivers and optimization processes to stakeholders at the various sites. She is a licensed professional geologist, with a Bachelor of Science in Geology and Geochemistry from the University of Michigan and a Master of Science in Geology and Geochemistry from Arizona State University.

Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
