The Office of Superfund Remediation and Technology Innovation (OSRTI) is offering a training webinar on the recent "Pre-CERCLA Screening Guidance" issued by the U.S. Environmental Protection Agency (EPA) in December 2016. This guidance is used by EPA, State, and Tribal Superfund site assessment staff and support contractors when deciding if a new site should be added to the Superfund "active site inventory" for more thorough pre-remedial site evaluation. The training webinar will cover all elements of the guidance, from planning the screening to approving the recommended course of action based on the screening. It includes an in-depth discussion of the Pre-CERCLA Screening Checklist/Decision Form that must be completed for each Pre-CERCLA screening. The webinar provides opportunities for participation by the audience, including a section for questions and answers.

Recommended Audience: EPA, State, and Tribal staff and managers and contractor support staff who are involved with planning, conducting, reviewing, and approving Pre-CERCLA screening activities.

Randy Hippen has worked for EPA HQ's Superfund Program since 1994 on a variety of site assessment projects, including serving as the HQ lead on the 1999 Pre-CERCLIS Screening factsheet and on the recent 2016 Pre-CERCLA Screening Guidance. He is HQ's lead for site assessment measures and for site assessment data tracked in the Superfund database. He served four years as the Superfund Program's liaison to ASTSWMO and performed details as staff lead for the Superfund database and for the Superfund congressional justification. Prior to joining EPA, he worked for an EPA contractor on Superfund site assessment and remedial workload projects from 1990-1994. Interesting but unrelated work included 5 years with the Department of Labor tracking commodity prices for the Producer Price Index and other duties. B.A. (Economics), MBA, PMP.

Ms. McCarty has 17 years' experience in the environmental field. Ms. McCarty works primarily on the EPA OLEM Technology Transfer and Training Support contract where she manages EPA Office of Superfund Remediation and Technology Innovation's CERCLA Education Center (CEC) training program as well as other major training initiatives, such as the National Association of Remedial Project Managers (NARPM) training program and the OSC Academy training programs. Ms. McCarty also is responsible for developing, facilitating, and instructing courses for the EPA as well as providing onsite support for the annual training programs. Ms. McCarty also has extensive knowledge of removal and emergency response actions at hazardous waste sites and Level A and Counter terrorism responses. Ms. McCarty also has direct experience managing long-term hazardous waste site remedial actions. Ms. McCarty also has extensive experience providing both general site and health and safety oversight at various types of hazardous waste sites.


Kumud Pyakuryal, U.S. EPA Region 7 (Pyakuryal.Kumud@epa.gov or 913-551-7956)
Kumud Pyakuryal currently serves as the Site Assessment Manager (SAM) and EPA R7 NPL Coordinator in the Superfund Program. His professional experience has been centrally focused on the EPA Superfund Site Assessment program, HRS evaluations, and NPL process. Before joining EPA, Kumud worked at environmental engineering and scientific consulting firms, supporting EPA HQ, EPA regions, States, USACE, and US Forest Service site assessment programs. For over 15 years he supported the Region 7 CERCLA assessment program and trained and advised OSCs and SAMs in developing QAPPs, fieldwork, and reporting. He has 17 years of technical and managerial experience managing small, medium, and large multi-task order environmental projects with the U.S. federal government. Kumud graduated with a BS and MS from West Virginia University - Institute of Technology and Marshall University — College of Info Technology and Engineering, respectively. He's a doctoral candidate at the University of Missouri — Kansas City (UMKC).

Sharon Murray, U.S. EPA Region 9 (murray.sharon@epa.gov or 415-947-4250)
Sharon is Region 9’s NPL Coordinator, Site Assessment Data Manager, and the Project Officer for the California PA/SI Cooperative Agreement, which produces 40-80 Pre-CERCLA Screens every year. She has worked for EPA since 2000, and in Superfund since 2011.

Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
