The Intergovernmental Data Quality Task Force (IDQTF) has developed the Munitions Response Quality Assurance Project Plan (MR-QAPP) Toolkit to assist project teams in planning for the characterization and remediation of buried munitions and explosives of concern (MEC) at Department of Defense (DoD) installations and formerly used defense sites (FUDS). MR-QAPP Module 1 illustrates approaches for planning and implementing the Remedial Investigation (RI)/Feasibility Study (FS) phase of investigation. This webinar will provide an review of the document and provides overview of the data usability assessment for an example site.

Dr. William (Ed) Corl, EDQW (William.corl@navy.mil)
Mr. Corl is the deputy director of the NAVSEA Laboratory Quality & Accreditation Office (LQAO) in Norfolk, Virginia with over 25 years of experience in the field of environmental chemistry. He previously worked for 12 years performing environmental analysis for the Naval Public Works Laboratory at the Norfolk Naval Base and then 6 years in the technical support division for NAVFAC Atlantic where he served as in-house expert on emerging contaminants, analytical chemistry and analysis, and risk assessments as part of the Environmental Restoration (ER) program. Mr. Corl is a certified environmental chemist by the National Registry of Certified Chemists (NRCC), holds a bachelors degree in biochemistry, a masters degree in environmental chemistry and is completing a Ph.D. in environmental engineering at Old Dominion University.

Dr. Jordan Adelson, EDQW (jordan.adelson@navy.mil)
Dr. Jordan Adelson has a Ph.D. in environmental analytical chemistry, and currently serves as the Director of the Navy's Laboratory Quality and Accreditation Office and as the Chair of the DoD Environmental Data Quality Workgroup (EDQW). The EDQW, includes representatives from all of the DoD Components and develops and recommends DoD policy with respect to environmental sampling and testing operations. The workgroup's primary goals are to: promote the generation of environmental data of known and documented quality; develop and recommend DoD policy affecting environmental sampling and testing operations; facilitate a coordinated response to legislative and regulatory issues; and coordinate the exchange of technology and best management practices within the DoD.

Dr. Adelson has been with working with the Navy since 2000. Prior working with the Navy, Dr. Adelson worked for the New York City Department of Environmental Protection.

Jeff Brewer, U.S. Army Corps of Engineers, EM CX (Jeffrey.S.Brewer@usace.army.mil or 256-895-1504)
Mr. Brewer has worked in the Ordnance and Explosives field since 1992. In his current position as an OESS with the EM CX in Huntsville, AL, Mr. Brewer supports multiple agencies performing independent technical reviews for safety submissions, work plans and remedial response reports. He is also a member of the EMCX training team, providing instruction on ordnance and explosives subject matter for FUDS Program, Army Environmental Command, the Army National Guard, M2S2 Webinar Series as well as OSHA HAZWOPER refresher training for USACE. Before coming to the EM-CX, Mr. Brewer was an OESS for USACE Baltimore District form 2006 to 2014. In 2001 he started working for the 20th Chemical Command on Edgewood Arsenal, MD, as a UXO Technician until 2006. Mr. Brewer has also served as an Explosive Ordnance Disposal Technician in the US Marine Corps and US Air Force Reserves.

Jean Balent, U.S. EPA Technology Innovation and Field Services Division (balent.jean@epa.gov or 202-566-0832)
Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
