Mining Webinar Series: Eagle Mine Superfund Site Case Study

The Eagle Mine Superfund Site near Minturn, Colorado is a prime example of successful EPA and State collaboration overseeing a Potentially Responsible Party conducting cleanup of an abandoned mining and milling complex. Listed on the National Priorities List in 1986, the Site began in 1983 when the State filed for natural resource damages against a PRP pursuant to CERCLA. This case study will present on the Site's technical background, robust remedy, complex regulatory framework and complicated enforcement history. Eagle Mine is a good example of a site nearing completion in the Superfund process; this case study will showcase considerations for a site approaching the finish line.

Michele Mahoney is a Soil Scientist working on issues related to remediation and reuse of contaminated sites within EPA's Superfund program. In order to support practitioners, she researches and reports on knowledge related to treatment technologies for mining sites, use of soil amendments for remediation and redevelopment/reuse, ecological revitalization, ecosystem services, phytotechnologies, and urban gardening. Michele develops and delivers training for the world-renown EPA Clean-Up Information Network (www.cluin.org), particularly a Mining Webinar Series, and topics related to Superfund Redevelopment, Ecological Revitalization, Ecosystem Services, and Phytotechnologies. She also creates and manages content development for the EcoTools and Mining pages on CLU-IN.org.
Michele has worked with EPA for over 20 years. Prior to her current responsibilities, Michele served the Agency as the lead for food waste composting issues and as an environmental fate and ecological risk assessor for pesticide registration. Michele also has experience as a Contractor for EPA and a Laboratory and Field Researcher.
Michele earned a M.S. in Soil Science from the Washington State University, and a B.S. in Agronomy & Environmental Science from Delaware Valley University.

Jamie Miller is a Remedial Project Manager in the Superfund Division in the EPA Region 8 office in Denver, Colorado. Jamie manages the Eagle Mine Superfund Site and participates as a team member on the Colorado Smelter Superfund Site. Her work load consists solely of remediation focused on mining and smelting related contamination. Prior to joining EPA in 2015, Jamie spent 6 years working as an EPA contractor on the Superfund Technical Assessment and Response Team. She graduated from the University of Central Arkansas in 2006 with a B.S. in Environmental Science, with a focus on Planning and Administration. In her free time, Jamie enjoys running and reading historical fiction!
Kayleen Castelli, U.S. EPA Region 8 Superfund Division Legal Enforcement Branch (castelli.kayleen@epa.gov or 303-312-6174)
Kayleen joined EPA Region 8 in 2016 and is currently Senior Assistant Regional Counsel in the CERCLA enforcement section of the Legal Enforcement Branch. Kayleen's practice includes both CERCLA counseling and enforcement work. Her practice also focuses on complex corporate succession, bankruptcy, insurance, reuse, and redevelopment in the context of CERCLA. Before EPA, she clerked for a judge on the Colorado Court of Appeals. She graduated from the Indiana University Kelley School of Business in 2012 with high distinction and from Indiana University Maurer School of Law in 2015 magna cum laude. When she is not working, you can find her rock climbing and mountain biking. She also loves training her German Shepherd Dog, Ranger.

Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
