Military Munitions Support Services - Life of a CSM: Concept to Response Complete

This series will explore the development and use of a CSM throughout the remedial response process. Special emphasis will be placed on using the CSM as a mechanism for systematic project planning and acquisition from Remedial Investigation through Remedial Action. Presentations will address lessons learned, best practices, and data needs for characterization, risk assessment, alternatives development, cost estimating, and contracting.

Amanda Sticker, U.S. Army Corps of Engineers, EM CX (Amanda.J.Sticker@usace.army.mil or 256-895-1456)
Amanda Sticker is a Civil Engineer with EM CX, having previously worked with CEHNC as a Technical Manager. Mrs. Sticker supports the Military Munitions Division. She currently provides guidance and support for MEC Response, Army's Recognize, Retreat and Report - 3Rs program, Munitions Response Sites Prioritization Protocol (MRSPP), and Cost to Complete (CTC). She is actively involved with Formerly Used Defense Sites (FUDS), Active Army and National Guard. Mrs. Sticker has an extensive background in developing Quality Assurance Project Plans, Performance Work Statements (PWSs), Technical Evaluations and Acquisitions. Mrs. Sticker holds a B.S. in Civil Engineering from University of Alabama, Huntsville.
James Salisbury, U.S. Army Corps of Engineers, EM CX (James.A.Salisbury@usace.army.mil or 737-666-5092)
James Salisbury is an Environmental Scientist with the EM CX. Before joining the EM CX in early 2021, he worked as a contractor for over 30 years. He was first introduced to munitions response working on projects at the Spring Valley FUDS and since then he has worked on numerous munitions response and sampling projects involving investigations, risk assessments, and remedial actions for conventional MEC, CWM, and MC. Since joining the EM CX, James conducts training, performs independent technical reviews, develops guidance, and works on various process improvements to support sound environmental decisions. James completed his education in the UK, graduating with a B.S. in Biochemistry from Reading University and an M.S. in Environmental Science from Kingston University.
John Jackson, U.S. Army Corps of Engineers, EM CX (john.m.jackson@usace.army.mil or 916-718-5092)
John M. Jackson works as a geophysicist within the USACE Environmental and Munitions Center of Expertise. He also serves as the program manager for the DOD Advanced Geophysical Classification Program (DAGCAP). He has worked in the environmental and MMRP geophysics field since 2004. In addition to his job duties at the EMCX, he provides support to SERDP/ESTCP and IDQTF. Other geophysical interests include groundwater investigations and Humanitarian Engineering, where he has traveled to both Honduras and Uganda to assist the Geoscientists Without Borders program on grants to design geophysical surveys and study the local subsurface geology. John graduated from the Colorado School of Mines with a B.S. in Geophysical Engineering.

Mr. Blair has been involved with the Military Munitions Response Program (MMRP) since 2005 as a technical geophysicist. Prior to this position with the USACE, Mr. Blair graduated from The University of Kansas with a MS in Science (Geology and near-surface Geophysics). During his career with USACE, Mr. Blair has supported the environmental and civil works missions. Currently, he is a project manager with the Omaha District MMDC supporting the Military Munitions Response Program (MMRP) to include work for the Army National Guard, Air Force, FUDS, BRAC, and the AEC.
Nicholas J. Stolte, P.E., U.S. Army Corps of Engineers, EM CX (Nicholas.j.stolte@usace.army.mil or 502-315-6321)
Nick Stolte, P.E. is an Environmental Engineer with the U.S. Army Corps of Engineers (USACE). He is a subject matter expert in munitions response and has spent the greater part of his career working to protect human health and the environment through improved process, technology, and policy.
Mr. Stolte joined the Environmental Division at the Headquarters, USACE in June 2021. He is a program manager for the Formerly Used Defense Site (FUDS) Program and serves as the Action Officer for the Pacific Ocean Division. Mr. Stolte is the FUDS HQ proponent for value engineering, green and sustainable remediation, and environmental justice.
Mr. Stolte has more than 13 years of experience working environmental projects for the Department of Defense. Prior assignments include serving as an Environmental Engineer for the Louisville District, a Subject Matter Expert for the Environmental and Munitions Center of Expertise, and as a Project Manager for the U.S. Army Engineering and Support Center, Huntsville. In 2014, Mr. Stolte served as the Environmental Chief, U.S. Forces - Afghanistan.
Nick earned a Bachelor of Science in Civil Engineering, a Master of Engineering in Civil Engineering, and a Certificate of Environmental Engineering from the J.B. School of Engineering, University of Louisville. He is a registered professional engineer in the state of Kentucky.

Mr. Brewer has worked in the Ordnance and Explosives field since 1992. In his current position as an OESS with the EM CX in Huntsville, AL, Mr. Brewer supports multiple agencies performing independent technical reviews for safety submissions, work plans and remedial response reports. He is also a member of the EMCX training team, providing instruction on ordnance and explosives subject matter for FUDS Program, Army Environmental Command, the Army National Guard, M2S2 Webinar Series as well as OSHA HAZWOPER refresher training for USACE. Before coming to the EM-CX, Mr. Brewer was an OESS for USACE Baltimore District form 2006 to 2014. In 2001 he started working for the 20th Chemical Command on Edgewood Arsenal, MD, as a UXO Technician until 2006. Mr. Brewer has also served as an Explosive Ordnance Disposal Technician in the US Marine Corps and US Air Force Reserves.
Jean Balent, U.S. EPA Technology Innovation and Field Services Division (balent.jean@epa.gov or 202-566-0832)
Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
