FY26 M2S2 Webinar: Data Usability Assessments

The Data Usability Assessment (DUA) is a defined process that considers whether data meet project data quality objectives (DQOs) as they relate to the decision to be made and evaluates whether data are suitable for making that decision. DUAs are critical to ensuring that Munitions and Explosives of Concern (MEC) and munitions constituents (MC) data are of the right type, quantity, and quality to meet project DQOs. The project-specific requirements for conducting the DUA process are defined during the Systematic Planning Process and documented in the project-specific QAPP. This webinar will discuss the DUA process for both MEC and MC during remedial investigation and remedial actions. At the end of this webinar, attendees will be able to explain the purpose of DUA, identify the project team members required to participate, select the appropriate inputs, conduct the assessment, and document the DUA outputs. Presentations will be suitable for the varied M2S2 webinar audience, which typically includes government, regulator, and contractor attendees, and there will be opportunities for questions and discussion.

Dr. Melinda McClellan, U.S. Army Corps of Engineers, EM CX
Dr. Melinda McClellan is a Chemist with the EM CX. She is the technical manager for the FUDSChem program and provides guidance and technical support for chemical sampling and analysis and data quality across USACE programs. She is an active member of the Environmental Data Quality Workgroup (EDQW) where she chairs the Data Review and Management Subgroup. Dr. McClellan received her Ph.D. in Analytical Chemistry from the University of Illinois at Urbana-Champaign in 2014 and her B.S. in Chemistry from Florida State University in 2009. Prior to joining the EM CX, she worked for the Navy’s Laboratory Quality and Accreditation Office. She also has experience in commercial environmental and industrial laboratory analysis and management as well as experience in professional and college classroom instruction.

Steve Stacy, U.S. Army Corps of Engineers, EM CX
Steve Stacy is a geophysicist with the EM CX. He is the chair of the Environmental Data Quality Workgroup’s Munitions Response Subgroup and program manager for the Department of Defense Advanced Geophysical Classification Accreditation Program (DAGCAP). He provides guidance and technical support for geophysics and the Munitions Response process. He has over 20 years’ experience in geophysics applied to Munitions Response and other environmental problems. He has been with the Corps of Engineers since 2022. He earned his Master’s degree in Geophysics from Purdue University, his Bachelor’s degrees in Geology and English Literature from the University of Toledo in 1998.

Doug Maddox, PE, U.S. EPA Office of Superfund and Emergency Management (OSEM) (maddox.doug@epa.gov or 202-669-3321)
Doug Maddox is the EPA Headquarters technical lead for munitions cleanup and has worked for EPA for over 28 years, and a total of 35 years with the Federal government at EPA, U.S. Army Corps of Engineers, and Navy. Doug has a B.S. in Mechanical Engineering and an M.S. in Environmental Engineering. He is a registered Professional Engineer in VA.

James Salisbury is an Environmental Scientist and Munitions Response Subject Matter Expert (SME) for the USACE Environmental and Munitions Center of Expertise (EM CX). He joined the EM CX in 2021 after 30+ years as a contractor, working on munitions response and sampling projects involving investigations, risk assessments, and remedial actions for conventional MEC, CWM, and MC. James co-authored the Feasibility Studies chapter of IGD EM 200-1-15 (March 2024). He frequently presents on the MMRP and Remedial Designs via CLU-IN, specializing in remedial design and risk management for FUDS and munitions response sites, including RI/FS to Remedial Design scoping and developing site-specific remedial alternatives and safety boundaries.

Ray Ledbetter, U.S. EPA Office of Superfund and Emergency Management (OSEM) (Ledbetter.Ray@epa.gov or 202-564-8564)
Ray Ledbetter brings over three decades of environmental expertise to his work, with a federal career spanning more than 17 years at the U.S. Environmental Protection Agency. Currently serving as an Emergency Management Specialist in OSEM's Workforce Readiness and Training Branch, he leads the planning and delivery of training programs for On-Scene Coordinators and Remedial Project Managers; including OSC Readiness, NARPM, the CERCLA Education Center, and the CLU-IN platform. Throughout his EPA tenure, Ray has held notable roles including Acting Special Assistant to the OEM Director, Acting Associate Director, and Physical Scientist with the Environmental Response Team. Beyond his federal service, he has been appointed three times by U.S. Presidents to the Selective Service System and volunteers as a Hazmat Safety Officer with the Baker Heights Volunteer Fire Department in West Virginia. Ray holds both an M.S. and B.S. in Geology and is licensed as a professional geologist in multiple states. He is a Certified Professional Geologist through the American Institute of Professional Geologists and holds the dual distinction of Chartered Geologist and Fellow of the Geological Society of London.

Click on "Join Webinar" at the top of this screen, enter your exact first and last name as you registered and enter the number of people attending at your location (including yourself). You should then be taken to the Zoom meeting room.

Join with Zoom Application: For those joining with the Zoom application, you may be prompted to sign with a zoom account or join as a guest without signing in.

If joining as a guest, you will be prompted to enter your name and email address. Remember your name, image, video or voice may be visible to others in the live event. When done, click "Join"

When it is time for the live event to start, the meeting host will admit you to the live Zoom meeting.

Join via web browser (without the Zoom Application): For those joining with a web browser, you may close any pop ups prompting you to download the Zoom app.
